This is a conversion of a single family home into office space. The applicant is a law firm. Parking on-site does not provide enough spaces to support the change in use. It is located in an residential/office zoning district
(RO) -- continguous with a residential district
(RMM-25) to the west . The applicant is requesting a change of use and a parking reduction.
Members of the P&Z committee met with the applicant on-site and reviewed their plans. Residential neighbors on 19th Terrace have objected to the change in use and the parking plans. The P&Z committee emailed City staff with our concerns. The email thread is reprinted below. The applicant has retained Robert Lockrie as counsel and will be presenting the case to the City's Planning and Zoning Board.

At this point in the process I think your best course of action would be to make these suggestions to the Planning and Zoning Board (PZB) at the meeting if the applicant isn't receptive to your proposed changes. The applicant met with me two weeks ago and stated that he plans on moving forward with the current plan to the PZB, however I haven't received the plans for sign off yet so the applicant currently isn't on an agenda.

Several members of Victoria Park Civic Association (VPCA) recently had the opportunity to meet with representatives of the applicant referenced above, a law firm applying for a change of use and parking reduction at 801 NE 20th Ave. We are opposed to the parking reduction application. First, we note that the proposed plan calls for 11 employee office/workstations at a site where the required parking calls for 10 spaces. Any visitors, such as clients, court reporters, etc., will increase parking demands at the site. Therefore, on opening day, this business will have inadequate parking for its proposed use -- and possible future uses. Second, and more important, we object to the placement of 6 backout parking spaces on city swale on the west side of the property. Directly across the street from the backout parking spaces are single family homes. Applicant should find a way to ease his parking problem that does not negatively impact single family residences along NE 19th Terrace. VPCA suggests shifting that parking to the front (north side) of the building, or to the east with access from a more-commercial NE 20th Avenue. This would allow additional landscaping to soften the impact on the residential neighbors. Applicant would pick up another parking spot if the pool was filled in. We feel such changes would be more compatible with the existing neighborhood.
